Best way is to open your mouth and ask.

Unless your parents are totally unreasonable, they will listen to what you have to say, ask questions about your choice of phones and why you want the one you are asking about, and how you plan to pay for the plan or the cost of the phone if over a certain about.

So plan ahead, and have answers for these questions.

How do you plan to pay for the monthly bill?
How are you paying for the phone of it cost more than $100?
What is wrong with the phone you have now?
Do you want a new phone just because friends have new phones?

You know your folks and you know what they will most likely ask you, so have the answers, and for once in your life, do not say "I don’t know", when they ask questions.

Make the argument benefit them somehow. The first cell phone I ever got I thought was a huge gift. It was, but it was also a way for my mother to keep track of me and always be able to get into contact with me. It was so she could keep an eye on me concealed as a gift. lol. Also, you need a phone in case something happens and you need to contact someone if there is no other phone options available. if it is a new phone you are wanting, like upgrading from an older phone, try explaining these things and saying that your phone is inadequate. Also, bargaining might work, like a trade. Anyway, how it helps.

Explain some reasons why YOU think you might have earned to get a cell phone. If they say no, ask them how can I improve myself to earn a cell phone. Or tell your parents that you will pay for the device and they will pay the monthly bills. That is what I did to get my iPhone 4, I paid for the device myself.
