Yep, it is perfectly fine.
I even drove on the parkway with my instructor.
It is legal for a minor with a permit to drive anywhere, as long as there is a licensed adult in the car with them.
As long as you have your permit and there is an adult with a license in the passenger seat, you can drive anywhere. And I’m pretty sure the state doesn’t matter.
