How to make a laptop take less speed from the internet?

Whenever my brothers laptop is on it makes the rest of our computers lag so bad. So i was wondering if there was a way to change that without beating him to turn his laptop off xD.
But he’s not downloading anything just having it open causes the lag for everyone.

    you’d have to change the qos…. so probably just asking him to stop downloading music/movies/games, etc. will help.
